The following Laws of Ukraine were adopted in entirety:

 

1. "On Amendments to Several Legislative Acts of Ukraine regarding Public Procurement." The Law amends several legislative acts of Ukraine to simplify procedure of procurement by the enterprises, specify the grounds for applying the procurement procedure for one participant and introducing a new mechanism of applying the procurement procedure for one participant without a permit of the authorized body in charge of public procurement, etc.

 

2. "On Amendments to Clause 3 of the Law "On Restructuring of Debt for the Provided Services on Maintenance of Houses and Premises and House Territories, and Public Utility Services as of December 1, 2006" regarding Subsidy Receipt." The Law excludes the provision from Clause 3 of the applicable Law, whereby to receive a subsidy for the payment for housing and public utility services, the debtors shall conclude the agreement on debt restructuring with the service provider if they have arrears in the payment of housing and public utility services.

 

3. "On Amendments to the Family Code of Ukraine regarding Particulars of Adoption of certain Groups of Children." The bill (Reg. No.7332) amends the Family Code of Ukraine concerning improvement of the children adoption, namely, it bans adoption by the individuals requiring outside assistance due to their health conditions; stateless persons married to the citizens deprived of a right to adopt children. The document gives right to adopt a child without parental consent, if its parents failed to take a baby from the health care institution during two months.

 

 

4. "On Amendments to Clause 56 of the Economic Procedural Code of Ukraine" (re Order of sending the Copy of a Court Claim). The Law streamlines the applicable order of providing the litigants with the copies of a court claim and the documents attached. Part one of Clause 56 of the Economic Procedural Code of Ukraine is supplemented with a provision, whereby "Filing the claim, the claimant, the prosecutor or the deputy prosecutor shall send the copies of the court claim and the documents attached to the litigants according to the number of defendants, and to the third parties with the note of contents."

 

5. "On Amendments to several Legislative Acts of Ukraine to streamline the Procedure of Termination of Legal Entities and Sole Proprietors." The Law fixes the efficient mechanism of exchange of documents (announcements, information) between the state registrars, state tax service bodies, and the Pension Fund which confirm impossibility to hold unscheduled inspection by the supervisory bodies due to termination of a business entity. The Law also shortens the period for the supervisory bodies to inspect the business entities to be terminated. The Law harmonizes such period with the ones established by the legal entity founder, court, bodies that adopted a decision to terminate the business entity, or sole proprietors as to the term of creditors´ claims.

 

6. "On Amendments to several Laws of Ukraine regarding Increase of Budget Revenue of the Funds of Compulsory State Social Insurance." The legislative act amends the Laws "On Banks and Banking", "On Moratorium on the Forced Sale of Property", and "On Action for Sustainable Operation of the Fuel and Energy Enterprises" to prevent building-up of arrears in the payment of insurance fees in the system of compulsory state social insurance, and to increase the budget revenue of the funds of compulsory state social insurance. 

 

7. "On Amendments to the Tax Code of Ukraine regarding Establishment of Export Duty Rates for Particular Types of Cereal Crops."

 

8. "On Amendments to the Code of Criminal Procedure of Ukraine (regarding People's Assessors)." The Law supplements the Code of Criminal Procedure of Ukraine, liquidating institution of people´s assessors in criminal process, while the cases that currently refer to the jurisdiction of composition of court with their participation shall be handed to the composition of court out of three professional judges.

 

9. "On Responsibility for the Damage inflicted due to the Product Defect." The Law sets the responsibility for the damage inflicted by the product defect. The fundamental tasks of the Law are: harmonization of the Ukrainian legislation with the European Union´s norms on responsibility for the defect products; implementation of the European principle of responsibility without producer´s fault for the damage inflicted by the product defect; provision of effective balance between the responsibility of the producer to recover damage inflicted by the defect in the product put into circulation and the right of the consumer of the respective product for the compensation.

 

10. "On the List of Licensing Documents in the Economic Sector." The Law ratifies the list of licensing documents in the economic sector.  Under the Law, "Business entities shall not be required to obtain the licensing documents, which are not obligatory under the Law, and are not included into the List ratified by this Law."

 

11. "On Amendments to Several Laws of Ukraine" (regarding Consolidated Supervision). The Law specifies the terms and conditions of bank supervision over the activity of bank and non-bank financial groups, amending and supplementing the Laws "On Banks and Banking", "On the National Bank of Ukraine", and "On Financial Services and State Regulation of Financial Services Markets." 

 

12. "On Amendments to Several Legislative Acts of Ukraine regarding Streamlining of Licensing Procedures." The Law amends Clause 74-1 of the Law "On the Fundamentals of Health Legislation of Ukraine", confirming the category of individuals authorized to practice folk medicine (healing), and presenting an exhaustive list of grounds for termination, re-registration, and cancellation of a special permit on practicing folk medicine (healing).

 

13. "On Financial Rehabilitation of the State Enterprise "Production Association O.M. Makarov Pivdennyi Machine-Building Plant." The Law arranges the conditions to stabilize rocket production and support implementation of Ukraine´s commitments under the international agreements on space activities.

 

14. "On Amendments to Several Legislative Acts of Ukraine regarding Regulation of Functions of the Public Bodies in charge of State Supervision in Energy Sector." The Law amends several clauses of the Code of Ukraine on Administrative Infringements. Thus, it presents the following version of clause 951: "Violation of the requirements of normative-legal acts and normative documents on technical exploitation of electric power stations and networks, power-generating equipment of electric power entities, subjects of relations in the field of heat supply and electric energy consumers entails a caution or a fine at the rate of one-five non-taxable incomes for the citizens or one-ten non-taxable incomes for the officials."

 

15. "On Ratification of the President's Decree on sending Ukrainian Peacekeeping Forces involved in the UN Mission in Liberia to support UN Operation in Cote d'Ivoire in the Period fixed by the UN Security Council until September 30, 2011." Under the Law, expenses connected with Ukraine´s participation in the UN Operation in Cote d'Ivoire are covered by the State Budget of Ukraine with further compensation by the United Nations Organization.

 

16. "On Amendments to Clause 20 of the Law "On Military Duty and Military Service." The Law raises the age limit for the military servicemen to enter the higher military education establishments from 23 to 30 years.

 

17. "On Amendments to the Law "On Operational-Investigative Activity" (re Harmonization of the Period for examining the Citizens due to their Access to the State Secret).

 

18. "On Amendments to Clause 254 of the Code of Administrative Legal Proceedings of Ukraine" (re Enactment of the Court Judgment). The Law corrects deficiencies in the text of the Code of Administrative Legal Proceedings of Ukraine as to enactment of the judgment of the court of primary jurisdiction in the administrative legal proceedings.

 

19. "On Amendments to several Legislative Acts" (re Specification of Regulations on providing the Adopters with a Leave for Adaptation of the Adopted Child). The Law allows adopting a child after it became two months of age. This provision applies not only to the child left in the maternity home or other health care establishment, but also to the child taken to other public child-care establishment.

 

20. "On Amendments to several Laws of Ukraine regarding Strengthening the Laws on the Ban on Gambling in Ukraine."

 

21. The Air Code of Ukraine. The legislative act regulates general activities in aviation, state regulation of aviation and use of air space of Ukraine to guarantee air safety, support state interests and national security, and meet public and economic needs of air conveyance and aerial works. The Air Code incorporates requirements of international organizations on air navigation safety and passengers´ rights into the domestic law of Ukraine. 

 

The following resolutions were adopted:

 

1. "On Amendments to the Verkhovna Rada of Ukraine Resolution "On Holding of the Parliamentary Hearings on the Topic "Institute of Family in Ukraine: Status, Problems and their Solution."

 

2. "On Recommendations of the Parliamentary Hearings "On State and Prospects of Development of Economic Relations between Ukraine and the EU (Free Trade Zone) and the Customs Union."

 

3. "On Amendments to the Resolution of The Verkhovna Rada of Ukraine "On the List, Strength, and Competence of the Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation."  

 

4. "On Early Termination of the Authorities of People´s Deputy V.V.Kozak."

 

5. "On Celebration of the 70th Anniversary of Birth of Bohodar Kotorovych."

 

The following resolutions were also adopted:

 

1. "On Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Election of Chairmen, First Deputy Chairmen, Deputy Chairmen, Secretaries, Members of the Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation, and Election of Chairman, First Deputy Chairman, Deputy Chairman, Secretary, and Members of the Ad Hoc Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization."  

 

2. "On Election of Judges."

 

115 deputy inquiries were read out.

 

Several bills were adopted as a basis, recommitted, rejected, or withdrawn.
